Brief History of the Project

  • PCMU is functional since 1986 under the administrative control of Planning & Development Department with overall policy guidance by Chairman P&D Board for coordination & monitoring of selected foreign funded development projects in water/irrigation sector.

  • Acting Bridge between multiple implementing agencies involved in projects execution, concerned departments including irrigation, agriculture, planning & development and project Donor agency including World Bank

  • Effective & Efficient projects monitoring mechanism as third party;

  • Oversee progress towards change management process introduced under Irrigation & Agriculture reforms in Sindh;

  • Provide policy formulation and implementation support and assistance in agriculture and irrigation sectors;

  • Safeguards monitoring in both environment and social aspects;

  • Follow-up complaint handling mechanism/citizen feedback;

  • Progress Review on regular monthly/quarterly basis with overall guidance and support of the Project Steering Committee(s);

  • Ensure compliance of the actions on the decisions taken at various project forums level and etc.

Functions

Sindh Barrages Improvement Project

PCMU is involved in coordination & monitoring of Sindh Barrages Improvement Project (SBIP) for rehabilitation & modernization of Guddu & Sukkur Barrages executed by Irrigation Department through Project Management Office (PMO).

Sindh Water Agriculture Transformation Project

Playing central role in visualizing & streamlining Sindh Water & Agriculture Transformation (SWAT) Project in close coordination with Irrigation & Agriculture Departments. PCMU is also involved in the implementation of Component 1 Water Resources Management in close coordination of SIDA and component 4. Project Coordination and Monitoring Support.

Sindh Water Policy

Playing active coordination role in formulation of Sindh Water Policy (SWP) which is almost at the final stage with overall guidance of Steering Committee (SC) headed by Minister Irrigation supported by Inter-Departmental Technical Committee (IDTC) headed by Secretary Irrigation Department.

Shared Services Unit (SSU)

Implementation of ADP Scheme 2617 included in Provincial Annual Development Programs for strengthening the existing structure of PCMU and establishment of Shared Services Unit (SSU).

Achievements

  • Completed following three mega development projects well in time with quality and positive results acknowledged by World Bank (Lead Donor).
  • Karachi Special Development Program (KSDP) 1986-1997;
  • National Drainage Program (NDP) – 1998-2007;
  • Sindh Water Sector Improvement Project (WSIP) – 2007-2018
  • Played role in recently completed Sindh Agricultural Growth Project (SAGP) with major activity of formulation of Sindh Agriculture Policy approved in 2018
